SambaSafety: 64% of fleets not sharing telematics data were never asked

SambaSafety's fourth annual Telematics Report, based on 740 fleet, insurance and brokerage professionals, finds fleets are more open to sharing telematics data with insurers than insurers and brokers assume. The share of transportation fleets providing data to insurers rose from 29% in 2025 to 55% in 2026, while more non-sharing fleets say the value is not clear.

SambaSafety, a driver risk management provider, has released its fourth annual Telematics Report on how fleets, insurers and insurance brokers use and share telematics data. The report draws on responses from 740 fleet, insurance and brokerage professionals, according to the company's announcement published via FinanceWire.

The central finding is a gap between what insurance partners think blocks data sharing and what fleets say they need in return.

Who is sharing

More than a third of fleets provide telematics data to an insurer or broker, according to the research. Among transportation fleets, the share rose from 29% in 2025 to 55% in 2026.

Among fleets that do not share, 64% say they have never been asked. That is down from 79% a year earlier, which SambaSafety reads as a sign that more insurance partners are starting the conversation.

Value is the sticking point

Asking is not enough. Among fleets that do not share data with an insurance partner, 31% see insufficient value in doing so, up from 13% the previous year.

Among fleets that do share, 65% cite better rates and pricing as a leading motivation, and 61% point to risk-management support. Across all fleets surveyed:

  • 60% say a lower premium would encourage them to share data.
  • 53% point to a lower deductible.
  • 46% would share in exchange for a rewards-based program aimed at risky behavior such as speeding or distraction.
  • 45% would share to support a liability claim.

Perception versus reality

Brokers and fleets differ on the obstacles. According to the report, 52% of brokers say client distrust of the insurance industry is a barrier, and 49% cite driver privacy as a frequent objection. Only 5% of fleets cite distrust of insurers, and 15% point to privacy or driver-monitoring concerns.

"Industry perceptions often lag behind fleet reality," said Ashley Newbill, VP of Product Marketing at SambaSafety. She said the most successful organizations focus on "a meaningful exchange of value, not simply collecting more data."

The report is available at sambasafety.com. SambaSafety describes its platform as combining driving records, telematics and other risk data with continuous monitoring, analytics and driver training.
